NOTICE TO BIDDERS

 

NOTICE is hereby given that sealed bids for the Caldwell Municipal Offices & Library, for the BOROUGH OF CALDWELL (Borough or Owner) in the BOROUGH OF CALDWELL, ESSEX COUNTY, NEW JERSEY will be received at THE OFFICE OF THE BOROUGH CLERK, MUNICIPAL BUILDING, 24 Smull Avenue, Caldwell, NJ 07006, on Tuesday

July 14,2026at 10:00 AM prevailing time.

 

Caldwell Fire House Expansion

 

 

The project is for the 2-story masonry and wood frame building. The project will consist of a two-story addition to an existing firehouse. The first floor of the addition will be a storage room, and the second floor will be a new office space extending from the existing conference room. Site work includes a new sidewalk to the entry of the storage room.

 

A new floor plan layout has been designed, along with new mechanical, electrical, and plumbing systems. The project is inclusive of all site work, utilities and construction as outlined in the Bid Documents, Specifications and accompanying drawings.  

 

Plans and Specifications have been filed at the office of the BOROUGH CLERK of the BOROUGH OF CALDWELL and may be inspected by prospective bidders at that office during business hours (Mon-Fri 8:30 am - 4:30 pm) on or after Thursday, May 21, 2026. Bidders will be furnished with a copy of the Contract Documents, Plans, and Specifications at the office of the BOROUGH CLERK at their offices at 24 SMULL AVENUE, CALDWELL, NJ 07006, on proper notice.  A non-refundable charge of $150.00 per set shall be paid to the BOROUGH OF CALDWELL. Bids shall be delivered and submitted to the Borough Clerk during normal business hours (Mon-Fri 8:30 am - 4:30 pm).

 

Bidders are notified that they must comply with the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963, as amended) and that award will not be made to any bidder whom the Commissioner of Labor and Industry does not certify.

 

A site walk through is scheduled for Thursday, June 4, 2026 at 10 am. The site walk-thru is non-mandatory.

 

Bids shall be submitted on the forms provided, in the manner designated therein and required by the Specifications. Bidders must submit one (1) original bid package and three (3) copies. They must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the BOROUGH OF CALDWELL and must be accompanied by a certified check, cashier's check, or bid bond in the form provided of not less than 10% of the amount of bid.  Said check or bid bond shall not exceed $20,000 and must be accompanied by a Consent of Surety statement in the form provided from a Surety Company stating that the Surety Company will provide the bidder with performance and payment bonds for 100% of the Contract amount in the event that the Contract is awarded to the bidder.

 

Accordingly, the contractor must abide by the provisions of the Federal Labor Standards which are included as a part of the conditions of the contract.

 

Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 for an affirmative action program for equal employment opportunity. 

 

If awarded a contract, your company/firm will be required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27.

 

Bidders must also comply with the requirements of P.L. 1977, Chapter 33 amending the Local Public Contracts Law.  Bidders must submit a statement setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock or have a ten percent (10%) or greater interest in the case of partnership.

 

No bid may be withdrawn for sixty (60) days after the opening of bids.  A Contract will be awarded to the lowest responsible bidder, or all proposals will be rejected within sixty (60) days after the opening of bids.

 

The BOROUGH OF CALDWELL reserves the right to reject all bids, to reject unbalanced bids, and to waive any informality in any bid.
